Financials 9.0 MP14 Prerequisite Updates

The instructions for PeopleSoft Financials 9.0 Maintenance Pack 14 state:  "If SCM Purchasing is installed in the target environment then please apply resolution 847619, 851304 & 851306 before proceeding further."

Oracle Support cannot be searched by a resolution ID.  Does anyone know

(a) if we are going to turn around and immediately apply MP15 as part of this same change package, would these updates be included in there anyway and we don't need to apply them separately?

(b) if we do need them, now can we easily find either the Patch ID or the Bug Number so that we can get to the code?
