R12.1.3: Unable to AutoCreate a req due to Note: This document does not exist. Please choose the

We're on R12.1.3.  In iProcurement, the req is in AutoCreate queue, but when the user tries to auto create, a NOTE is received stating: This document does not exist.  Please choose the Create document Action to create a new document.
So, the user is not able to create the req into a PO.  Has anyone seen this Note before and explain what caused this?  I can't find any hits on MOS or Google.
