Classic Report

Is it possible to create a Classic Report with the format below on one page and with one region?  The user also wants the ability to export to a CSV file, so I trying to was keep all data in one region. 

I created a template to take care of "Section 1 Data"  with group headings, but now I'm lost.  I feel I'm going down the wrong path.   

Any suggestions or examples?
