Where can find the Oracle Vault software?

Hi:
I want oi install the Oracle Vault software, but in Oracle.com page I can find the Oracle Vault software, please could you tell me if this option is on the database software?, Do you have a document with the install and configuration about the Oracle Vault and finally, I have 11.1.0.7.0 software, but in Oracle.com appear only 11.2 and 12.1. and 12.2. Do you know where can find this media?
