error for adstrtal.sh/adstpall.sh "Database connection could not be established. Either the database

I got error "Database connection could not be established. Either the database is down or the APPS credentials supplied are wrong." when running adstrtal.sh/adstpall.sh  after applying Oracle EBS CPU Jan 2014 patch 17631895. Before patching running  adstrtal.sh/adstpall.sh worked fine. I alway run these two scripts as "./adstrtal.sh apps/password" without any problem but now I had this error.

Note the both database and listener are up running and I can run "sqlplus apps/password" as applmgr to connect to the database. I can also run "adstrtal.sh -nodbchk" or "./adcmctl.sh start apps/password" without any problem.
