Error need to throw instead of Note in work order creation

in EBS Customizations (MOSC) Question
Hi,
While creating work order if Assembly does not have BOM and Routing then system throws a Note. But we need to throw the Error and should stop the work order creation also.
Please find the attachemnt. We are in 12.1.1
