Waiting and Pending jobs disappear after running Concurrent Manager Recovery Wizard

Just upgraded to R12.1.3 from R12.0.6

Signed into application and the Standard Mgr was stopped.

There were hundreds of jobs waiting and pending - probably from the upgrade.

I tried restarting but nothing happened.

I manually stopped and started with adcmctl.sh and still the same situation.

So I stopped it again and ran the Concurrent Manager Recovery Wizard.

Then restarted with adcmctl.sh

The Managers were then up again but the waiting and pending jobs had disappeared.

What happened to them and how do I get them back?
