[Q] Budget check

Hi

I want to search the case about Budget approval.

For example, if fiscal year for 2013 year is from Jan. to Dec, and Budget amount was only entered for this 2013 year.

User approved PO in DEC-2013, and then entered AP invoice for this PO in Jan-2014.

(There is no Budget amount in JAN-2014)

Can this user get  budget pass for this invoice?

This user didn't run the "Carry forward".
