Issue in AGIS(Advanced Global Intercompany System)

I AM USING THE AGIS (Advanced Global Intercompany System) AND EVERYTIME I TRY TO ENTER AN ACCOUNTING STRING FOR AN OUTBOUND TRANSACTION I GET THE SAME ERROR MESSAGE :

Row 1 Error - Value 100000 for the flexfield segment LEGAL ENTITY does not exist in the value set MSIGL_LEGAL_ENTITY

I have verified and can see the value 100000 exists in  value set  MSIGL_LEGAL_ENTITY.Please suggest.Thanks
