11gR2 : ORA-24247: network access denied by access control list (ACL)

Hi ,

Oracle user User_1 can send mail via SMTP but Oracle user User_2 can't  : ORA-24247: network access denied by access control list (ACL)

I try to check  each user privilges by using :

DBMS_NETWORK_ACL_ADMIN.CHECK_PRIVILEGE_ACLID


User_1 :

serv-smtp-pop.com    25    25    /sys/acls/acl_carproj.xml    GRANTED

User_2 :

serv-smtp-pop.com    25    25    /sys/acls/acl_carproj.xml    GRANTED

What is the problem ?
