APP-FND-00856: Cannot find enabled global segment

 I am working in EBS 12.1.3. and was trying to create a location; I navigated from an HR superuser Responsibility: Work Structures> Location and tried to create an Address but am getting the error below:

APP-FND-00856: Cannot find enabled global segment.

Descriptive flexfields require the mandatory Global Context to be enabled.

Any idea is much appreciated.
