Salary Allocation Details in 11.1.2.3 PSPB with Position Budgeting Only

In previous release that I've worked with (11.1.2.1), the Allocations tab was part of the Manage Position Details form. However, in 11.1.2.3 I can't find where to allocate salary to GL accounts.
I have configured the Segment Information and Segment Description members in the Account Dimension and have populated the associated SmartLists.

I checked the Manage Position Details form definition, and Allocation Details is not included in the definition.

According to page 137 of the Public Sector Planning and Budgeting Users Guide states:

"Select Salary Allocation Details" in step 3. 

I'm having difficulty finding this selection.

Can anyone provide any help?
