Getting exceptions while trying to install Enterprise Manager

While trying to install Enterprise Manager, following checks are getting failed. But when tried to install them getting this exception (Can't install /home/oracle/Downloads/glibc-devel-2.12-1.7.el6_0.4.i686.rpm as no transaction)

Checking for glibc-devel-2.12-1.7-i686; Not found.    Failed <<<<
Checking for glibc-2.12-1.47.0.2-x86_64; glibc-2.12-1.25.el6-x86_64.    Failed <<<<

Any suggestions for the successful installations?
