Excluded Parameter with Value Y

Hi,

Below Parameter from cfgui.js file is getting set to 'Y' always in server when i run confgiurator. 

excluded = portDomainPropSet.GetProperty ("Excluded");

Where i connect to same databse from local, having same srf,cfgui,webtempalte as of Server, i see Parameter is getting set to 'N' properly.

Infact i inactivated all constraints defined under that root Product. But i see stil value is 'Y' only at Server level.

Could you pelase let me know where to check and how this parameter would get set.
