customize Users Window in EBS 12i is Required

Dears

I want to cusomize users window called " Users" for some people doing HR Operation function in HRMS module so they can see on mentioned window only the name and add the required information but cannot access or modify the low level Tabs ( Direct Responsibility , inDirect Responsibility , Securing  attributes) and add it to new Responsibility to be ex. HR Admin Users
