Poor performance on rebuild trial balance in R12.1.3

On EBS R12.1.3.

Taking days to run 'Rebuild Trial Balance', and still not finishing so have to cancel the job.

No other Oracle EBS specific performance issues so obviously more to do with this particular program.

We have tried all the usual workarounds such as gather stats.

Has anyone else experienced this?
