Alignment of Bullet Points not Working

We are on HCM 9.1 and BI Publisher 10.1.
We created custom offer letters (rtf) that contain bullet points.  These bullet points should only print based on a condition.  The entire offer letter is supposed to be right-justified.  However, at runtime, the bullet points get left-justified.  Does anyone know how to resolve this issue?
