ORA-25253 encountered when generating server alert SMG-3503

 Hi, Oracle 11gR2 EE, Windows 2008 Server

We had a customer have a site wide power outage. According to the support rep, this error is occurring after systems were restarted : 

ORA-25253 encountered when generating server alert SMG-3503

Restarting the services got me back up and running.  Oracle Knowledge Base had very little and Google had very little on this specific error. 
Has anyone seen this before and if so,  what is happening and why ?
