Relieving commitments was broke by bug 12530752

I remember development saying that this broke the relief  of commitments by not calling job cost projections. Does anyone know what bug in what ESU then fixed this issue. It was broken in ESU 18946. This is a high priority for us. David do you know. It was in the R09801 program when it set Call Job Cost Project Commitments
