new concurrent program pick up different value set depend on the org as paramater

Need advice

I was asked to create a new concurrent program.  One of the parameter will be assign different value set base on the org id ( user responsibility control the org_id  ).  In the other word, if user run this concurrent program under US organization, one of the parameter will use US_1 as value set.  However, if user run this same concurrent program under CA organization, the same parameter now will use CA_1 as value set.

Is that possible?  If yes, how to do that?
