Budgeting Fixed Asset Purchases

 I am looking for a Best Practice on budgeting (Ledger Type BA) for Fixed Assets purchases, where the accounts reside in the Balance Sheet.  How do you budget there without creating a Balance Forward into the next Fiscal Year when you create the Annual Close?
