DBMS_PROPAGATION_ADM.CREATE_PROPAGATION vs DBMS_AQADM.SCHEDULE_PROPAGATION

Dear all
I am asking if there any technical references (prons and cons) between DBMS_PROPAGATION_ADM.CREATE_PROPAGATION  and  DBMS_AQADM.SCHEDULE_PROPAGATION when creating/scheduling propagation from one queue to another. From what I already know DBMS_PROPAGATION_ADM.CREATE_PROPAGATION give the option of giving the name to the propagation, but is there any technical additional? In such a way I should use one and  leave another is certain situations.
