OS groups for provisioning RAC one-node with OEM (Lifecycle Management Pack)

 According to Section 8.3.1 of Doc e27046.18 Lifecycle Management Administrators Guide, the OEM provisioning procedure will create operating system groups oinstall, osdba, and osoper, with similar clusterware groups if they don't exist.  Is this a 'hard' requirement or can I skip the group validation step?
