Planning issue in manufacturing branch when they receive no orders

We have a retail client that has a Distribution center branch to supply their stores and they have a manufacturing branch located next door. They currently use an inventory transfer to move completed product from manufacturing branch to their distribution center. The manufacturing branch carries no stock of finished goods but does carry inventory of raw materials used in production. They do not want to use ST/OT because it would involve excess paperwork and the simply move the finished good through doorway to DC. We are trying to find a way to use MPS/MRP to plan for both finished goods
