Modifying Prefferred Oracle RAC Services to Run on More Instances.

 Hi Guys,
We have 6 node RAC and have segregated  them by functionality on various Servers.  I have a service which is Preferred on one Node and available on 3 nodes.
What I want to do is Make is Preferred on Couple of Hosts ( adding a new host , which is not on the list of preferred and available ) and keep it available on other 3 nodes.
Can I do this Configuration Change online ( without stopping and starting services) and make it run as preferred on the recent added node.

I did try to do that. I was able to modify configuration changes but could not start it on the new node.
