Approval Work flow rout to the 8 approvers and if only 5 approve the PO the whole PO will be approve

Hi all.There is the requirement from my client that the approval work flow rout to the 8 app-rovers and if only 5 approve it the whole PO will be approved...but the last two approvers must approve the PO other wise the PO will not approve ....
