R12.1.3 : No files changed after Patch 16858759:R12.PO.B

Hello,
We applied Patch 16858759:R12.PO.B but the file PoHeaderMergeEOImpl.java not changed.
We  stop and restart the Apache iAS web server/Forms Server to ensure the newly corrected file is present and being utilized but no use.
