Zero-rated Tax versus tax Exempt ?

Hi all,

Is there any difference between a zero-rated and tax exempt ? A user asked me wether he could change some customers setup by error in 'E' into 'V' (knowing that there is no tax calculation for the related tax area). No tax will be assesed in both cases.
