Timing of OTL Project Time to Financial Costing and Workplan

Hello,

It looks like OTL time that is charged to projects gets picked up and sent to Financial Costing after the timecard is submitted, but not approved yet.  But the time does not get picked up and sent to the Workplan page until the timecard has been approved.  Is there a setting for the project processes so that the time comes to both Financial Costing and Workplan at the same timecard status?
