Options for preventing orders by address

What are the options within Oracle to place orders on hold that are placed by customers with particular names and/or addresses?  We use Oracle iStore as our storefront, and would like to be able to place orders on hold based on a name, or an address, or a credit card number.  Is there standard functionality within Oracle that allows this?  If not, has anyone else created a process that places orders on hold based on any of the information mentioned above?
