Course Sharing Issue for students with Minors

We have begun to have an issue with courses not sharing in the major and/or gen eds for students who have minors. Minors here have no program, it's just career and plan in the academic structure. Some students minor is on the same career number as their major and some students have minors that have their own career number. Course share sets have been configured to handle course sharing. Nothing has been changed in the AA set up. When we run a what if and remove the minor the major and gen eds work perfectly. This issue just started. Prior
