Have Clustered Database on 4 Nodes Want it Up On Node 1 and 3 only

Hi I am very new to EM 12c and have inherited a large installation.  My question is if I have a cluster database on a 4 node cluster.  Is there an easy way to configure EM to allow the database to be installed on all nodes but only up on nodes 1 and 3?  If the instance is down on Node 2 or 4 I would like the instances to not show as down.  Because the intended state of the instance on nodes 2 and 4 is to be down.  I suspect I could use a blackout? 

I would really like the ability to install a database on all nodes of the cluster but set EM to allow specific instances to be down as a normal or anticipated state.  Is this possible?
