Project Budget Functionality possible or not?

Hi Folks,

I have a project requirement which is based on Project Budgets,Can anyone tell me whether following requirements are possible in Projects.

Requirements:

Abilitity to define different Project budgets versions that is integrated with GL Funding budgets.

When a Project Budget is baselined, accounting entries should be created on GL based on the Project/Task, expenditure Type , organisation and Available funds for the CAPEX budget reduced accordingly

Ability to counter-check the cost incurred against the budget amount to ensure that project cost does not overrun.

If a purchase requisition is raised for a project, system will check against this percentage variance and prevent this requisition if it exceeds the percentage (Budgetary control)
