problem with screen bar height

Hi,
on my way to complete a sample environment 8.1.1.1.0, I stumbled on this know behavior but I completely forgot how to fix it
After I open the web client (vanilla SRF) the screen bar frame is not tall enough.
Interestingly, I setup Siebel sample on both XP and windows 7 64bits and in XP the issue doesn't happen.

Can someone remember how to fix this?
