Patch Application 17261990 impact/analysis

Hi,
Apps 11.5.10.2

We would like to know the impact of applying this patch, the applications this patch is going to upgrade.
Our current rollup is WMS RUP4 and this patch is going to upgrade it to RUP13 which is quiet big upgrade.
We would like to ensure that we are aware of the changes it does to the system and test them before applying on PROD
