OEM shows 100% CPU Utilization

Running Oracle 10.2.0.3.0 on HP UX 11.23.  OEM has shown CPU% at 100% for over 2 full days.

I looked at Workload Report for a 1 hour period and determined CPU usage for the 1 hour period to be 17%.
