WIP completion transactions are not picked by IB

Hi,

We see that WIP completion transaction are not picked by IB. We dont see these transactions in IB errors too.

What we see is -

In Inv - there is a serial number 6 with INV transaction of type "WIP Completion" as the first transaction in Inventory. The following  trnasaction in Inv for it  is sales order shipment.

In IB - There is no IB created for serial number 6. There is an error in the IB transactions error forms for shipment transactions with the error "The source item instance 11016, in Subinventory 1FG, for Organization 125 in Oracle Install Base does not exist. Please verify that any receipt transactions were successful."
