Language Defaulting while submitting Request

Hi Experts

I need help for below issues.

Version R12
When we submit the request there is language selection box.

In our instance we are using two Languages German and English. When user login through German language and submit the request German language get selected/defaulted and request goes into error.

But when we select American English language, request completes normally.

So I just wanted to know, is there any set up or any way by which we can default the Language as American English while submitting the request when we login through German Language.

Any help would highly appreciated.
