Leave Encashment when Employee Confirmed in new Fiscal Year

Is there any Workaround/Suggestion  to achieve below requirement in JDE?

If the employees are confirmed in new fiscal year then it is mandatory to encash their leaves from previous fiscal year. An alert should be sent to concerned HR person regarding employees confirmed in current fiscal year with joining date in previous fiscal year along with their leaves accrued in previous fiscal year that should be encashed.

In case an employee leaves are encashed, the leave balances should be accordingly updated in the system.

Note: Employee can be confirmed within 3 month or at the max 6 months.
