How to stop ATP calls but still make the demand visible to APS?

We have a requirement to stop ATP/CTP calls from OM for the orders loaded with X responsibility with OM: Bypass ATP profile option but still set visible_demand_flag = Y in oe_order_lines_all table. So the collections will still collect this demand and send to ASCP engine

OM:Bypass ATP sets this flag = Y so this will not be collected by Collections. We cant manipulate the Item attributes since we want another set of orders loaded through a different responsibility needs to use ATP.
