Consignment inventory both "in transit" and "in routing"

Hello,

I have been tasked with correcting a set up on our consignment inventory.  Currently, when consigment inventories are received, the material appears in both "IN TRANSIT" and "IN ROUTING".    Ideally, it should appear as "in routing" only.  Any ideas on what settings need to be corrected?
