Patch Wizard recommendations patches for things we don't own/use, do I still need to apply the patch

Patch Wizard recommendations patches for things we don't own/use, do I still need to apply the patches?  For example, We are using EBS Finanicals, only english, and only in the use, but the patch wizard recommends that we apply Patch#12392299 CAN'T AUTOCREATE PO FOR INDIA OPERATING ORG.  This is only an example of about 50 patches that it is recommending?  Can I just ignore the patches for those things that we know we don't use (with the exception if they are the prereqs for a patch we do need) or do I need to research each of the patches to
