Creation of subsidies in 11.5.10.2

Our business is looking to book a deal using subsidies and according to the Implementation Guide it should be possible to set these up using the following navigation path:

Marketing > Pricing Programs > Subsidies

When I log into OLM using the Lease Super User Resp I cannot find this navigation or indeed any reference to Subsidies in the Set up menus. Can anyone please confirm if subsidies can be set up in 11.5.10.2. Searching MOS brings up articles (Where Can I Define The Subsidy Criteria (Doc ID 549404.1) but that simply states the same navigation path.

Any pointers would be greatly appreciated.
