Payroll element and OTL

I have created a new pay element in R12 and have entered time with this element.  I cannot find the element in the HXT_Add_Elem_Info_F table.  All my old elements from R11 are here and I run reports using information in the HXT_Add_Elem_Info_F table.  How do elements get added to this table?
