Need help deciding which patches needed to upgrade to latest version/patches of database and EBS?

Hi,

Apps 12.1.3

Oracle Database version : 11.2.0.2.0

I knew there are patchsets there for database

Patchset
11g
Patch 13390677 – 11.2.0.4.0 PATCH SET FOR ORACLE DATABASE SERVER
Patch 10404530 – 11.2.0.3.0 PATCH SET FOR ORACLE DATABASE SERVER
Patch 10098816 – 11.2.0.2.0 PATCH SET FOR ORACLE DATABASE SERVER

From Recommended R12 Patches:

For database upgrade, if we want to go ahead to upgrade to 11.2.0.4.0, should we apply 11.2.0.3.0 first?

For EBS patches, are there any other patches I need to apply? From another SR, Oracle supports suggested us "Have you applied all patches from MOS 437878.1 and patches 6640838 & 6880880
