11.5.10 Payments Interface

There are many postings regarding the lack of public APIs for interfacing payments to Oracle Payables.  Piecing a few of these together and combing through trace files, I was able to develop API calls to import payments successfully. I did not address Workflow tables/columns.  Here is the generic version of what I developed...
