unable to add disk to ldom

When I try to add a disk device to an LDOM I get a message that the device path is valid, but not accessible.  I am logged into the primary and can access the disk so I know my path is correct.  I am unable to bind the domain because it says the volume does not exist on the vds.

ldm add-vdsdev /dev/dsk/c0t60000970000194901306533030343336d0s2 cn1-vol0@primary-vds0

Path /dev/dsk/c0t60000970000194901306533030343336d0s2 is valid but not accessible on service domain primary

ldm add-vdisk id=0 phx06cn1-vdisk0 cn1-vol0@primary-vds0 cn1

ldm bind cn1
