PR/PO is getting created even there are insufficient funds on GBPA

Hi every one!

Could some one advise me is this a standard behavior of the system, that even though there are insufficient funds on a GBPA, its still allowing to create PR followed by auto PO.

Or is there any profile option where in I can restrict the same. Encumburance is enabled for my system.Please advise ASAP.
