'VALIDATE_FLEX_ADDRESS' error when creating a new Legal Authority under "Legal Entity Manager"

Hello,

We're on Oracle version R12.1.1. 

When trying to setup up a new legal authority address I get the following erorr: "ORA-06553: PLS-306: wrong number or types of arguments in call to 'VALIDATE_FLEX_ADDRESS'"?

See attached the full screen shots.    This is happening for all countries.  Done the usual of bouncing the server, clearing caches etc. 


Has anyone had the issue before?   We searched Meta link and the only patch that came up we already had?
