Create Database Provisioning Upload Installation Media Component

We want to upload the 11.2.0.4.0 Installation Media as a Component to our Software Library following

Oracle® Enterprise Manager Lifecycle Management Administrator's Guide 12c Release 3 (12.1.0.3)

Chapter 4 Overview of Database Provisioning

Section 4.3.6 Creating Installation Media

In "Create Installation Media : Configure" dialog when specifying the Version Number, the choice for 11.2.0.4.0 is not available.

We are running EM 12c 12.1.0.2.0 on OMS have already run the Refresh from My Oracle Support and Self-Update Jobs as we are in offline mode.

What do we need to do in order to get the 11.2.0.4.0 Version in the Component dialog ?
